African American girls occasionally make a dramatic statement when they dye their black hair blonde. We've seen Eve and other celebs do this, for example.

Singer Kat DeLuna did the same thing. In this pic, she has a layered hairdo that is mostly blonde, but also has some light red coloring, too.

It is probably a fair guess to say Kat is wearing hair extensions. At any rate, overall it's a cute, fun, full, youthful sexy look.
